Authorisation & Constitution

During 2012 GP practices in Stockport were preparing to take on responsibility for commissioning the majority of healthcare for the local population.  To do this they formed a Clinical Commissioning Group (NHS Stockport Clinical Commissioning Group) which was running in shadow form during preparartion for authorisation.  Before the CCG could take on its responsibilities fully it was required to satisfy the NHS Commissioning Board that it was:

  • able to commission safely,
  • able to take on responsibility for the local health budget,
  • fit to exercise the functions in relation to improving quality, reducing health inequalities and
  • delivering improved health outcomes within the available resources

At the locality meeting in January 2012 GP member practices approved a shadow organisational form and constitution. 

Constitution

The consultation on the NHS Stockport Clinical Commissioning Group constitution ran from 11th November to 5th December 2011.

The constitution is the set of written rules and agreements governing the organisation, describing how it will run, the rules for membership and election, geographical boundaries and structure.

All GP practices in Stockport shall be eligible for membership of NHS Stockport Clinical Commissioning Group and will nominate a representative of that Practice who will have voting rights on (the number of votes for each practice depends on its patient list size).

The Member Representatives will be collectively known as the Council of Members.

 All members are entitled to:

  • Be consulted on all plans that significantly effect their commissioning and budget;
  • Access to training schemes and ongoing skills development;
  • Access to a pooled budget for management of high risk and high cost patients;
  • Access to information and analytical support;
  • Access to management skills to improve commissioning effectiveness and efficiency;
  • Representation of interests via Locality Council Chairs on the Governing Body; and via LMC representation and agreement of the Terms of reference of the group overseeing the Stockport Health Record
  • Access to centrally managed savings for ongoing service development;
  • Annual meeting with a Clinical Director at their practice
  • At least one additional meeting per annum with their Locality Council Chair in the practice. 

Members are required to comply with the following membership obligations:

  • To nominate a Member Representative;
  • To attend via their Member Representative Locality Council meetings; and the CCG General Meetings;
  • Endeavour to manage patient care within the budget delegated to practice level and work with other Locality Members and support from the CCG to put in place plans to address any over spend;
  • To work with the CCG to identify any significant variation in performance, the likely causes and develop an appropriate response
  • To attend training or otherwise ensure education appropriate to their practice plans
  • To adhere to accredited pathways, policies and protocols including the prescribing formulary as agreed by the CCG unless otherwise clinically indicated;
  • To share information via the Stockport Health Record;
  • To nominate and elect Locality Council Chairs to the CCG Governing Body;
  • The Members Representative is required to disseminate information to and consult with their practice’s staff both GPs (including regular locums) and non GPs and to act as a voice of their member practice at Locality Council Meetings;
  • To meet with the GP Directors and Locality Council Chairs as requested.
